Perspective, field of view and cropping

Are differences in perspective between lenses due only to the working distance associated with the field of view, or does the lens actually change the perspective.

For example will a 50mm lens on a APS-C have about the same perspective as a 85mm on a full frame sensor?

I've been looking at these reviews of 85mm lenses and I'm wondering what the best way to get that flattering perspective is on an APS-C sensor.

Also, on the wider angle, ultra wide or fisheye even, is the same true.  Is a 12mm fisheye just a 18mm ultra wide, on an APS-C, because you'll end up shooting at a further distance to get the same field of view?
