My Manfrotto tripod has a strange column mounting plate

Hi there,

I bought my Manfrotto 190CXPRO3 from ebay and it came with the 128RC head, however the mounting plate for the heat is very strange and not the usual male screw, instead it has some sort of adaptor on it that has converted it to a female fitting. See pic below.

I would like to buy the Manfroto 131d lateral arm to but not sure if it's compatible with my rather odd mounting plate.  I have tried so hard to take it off as you can see form the marks on it but it seems to be stuck solid. Can anyone advise me as to

1) What this is and why someone may have attached it,

2) Is it compatible with the 132d,

3) If not what do I need to make the 131d work on this?
