So let me get this straight. The hoods are useless, and the vendors know they're useless, and the evidence for that is that they give them away. If they really thought they were useless, wouldn't they just not make them?

There's another interpretation. The hoods are useless, and the customers know they're useless, so the vendors foist them off on the customers by giving them away. If the customers really thought they were worthless, they wouldn't be put off if the vendors just omitted them, and they would save money.

Is there another logic thread that sounds more convincing than one of those?

Maybe they include the hood, knowing most people won't use it and eventually lose it, then they charge an outrageous replacement price for when they realize what they might be missing...
