Flash Compensation not working with SB700 on D600

Flash Compensation not working with SB700 on D600

Hi all, hope everyone is ready for a nice weekend.  I have my SB700 mounted to the hot shoe of my D600 and when I adjust the flash compensation to -3 EV and take a shot, then take another shot at +1 EV, there is no difference is light output.  By the way, for what it's worth, the flash is indicating it's in TTL mode.  Conversely, if I remove the SB700 and use the pop-up flash, flash compensation does indeed work correctly.  Does anyone have any experience with how this?  Any suggestions would be greatly appreciated.  Thank you!
