Having trouble understanding freezing action with studio strobes

HSS

As many already pointed out for droplets you will need 1/5000+ to really freeze it well.

Short flash duration

Your often limited by Low power and the need to kill the ambient light, in your case using bulb mode in a dark room and trigger the flashes instead of the shutter is probably your best bet.

Shutter speed

HSS is not good for this, High-Sync, however, works very well.

For HS a long flash duration is needed, You can get a cheap Elinchrom D-lite RX4 which has long flash duration and works very well with HS.
