Overexposure Issues NX500 in Shutter Priority

Hi all, sure hope somebody has some insight into this problem. Have been shooting in aperture priority since buying my NX 500 about 14 months ago. Decided to broaden my horizons and try some long exposure for water smoothing and nighttime scenes.

The EXIF info for the scene below is: NX 30mm lens, f/22, Shutter speed .500s, eV minus 500, ISO 100.

I tried various combinations and also tried program mode, but every setting resulted in something similar to the image below. I can switch to Aperture Priority, or Auto and have no issues. I have tried 4 different NX lenses with very little difference. I'v tried adjusting the white balance and have checked other camera settings. I've removed and replaced the battery and switched lenses. I have had a similar issue, from time to time in Aperture Priority, but switching to Auto and then back to Aperture clears the problem.

For ease of adjusting the camera, I didn't use a tripod during my experiments, which accounts for part of the blur. The photo was taken late afternoon. Yesterday, same time frame, I had the same issue when using a polarizing filter. Today I used the lens hood without the filter. The sun was to my left and slightly over my shoulder, however, when I changed locations to a wooded area overlooking a lake, with the sun over a hill, the issue persisted.
