Yes, it is the whole thing. I'm specifically calling out the fact that it's a human issue that's causing this, not actually quality of the lens.

The design process

I would say quality is designed into a product prior to assembly.

Quality of the assembly process is also by design: you design the assembly process in a way that leads to desired results: correct placing of glass [process prevents decentering] and a clean workplace would be elements of that.

I think what I'm saying is that it's a quality lens by design, but the assembly process has some quality issues.

IE - we would say it's a "quality lens" but that it suffers from some issues that are human induced along the line. Bad filters? Room not clean? Who knows.

I do agree that the linked article is mostly a lot of noise and certainly does not deserve the label "report".
