Uh. X100S has a built-in 3-stop ND filter. You can use the X100's built-in 3-stop ND filter and compensate with a three-stop longer shutter speed for the ambient.

Ambient is controlled by iso, aperture, and shutter speed.

Flash is controlled by iso, aperture, flash power, and subject-to-flash distance.

Since you have no direct control over the built-in flash's power output past FEC, and you probably don't want to muck about with composition by moving back (fixed lens), you have to do it with a combination of iso/aperture and then compensate with the shutter speed.

You can lower the iso or close down the aperture, and lengthen the shutter speed proportionately to keep ambient the same, but lower the flash.  Or use the ND filter.
