Will Canon's FF Mirrorless be EF or EF-M Mount?

They didn't. EF-M mount was was designed for aps-c.

E-mount was designed for aps-c and super 35. Don't think because you can physically fit a FF sensor in there it was designed for one. Sony has spent a lot of time making the mount viable. It still vignettes more than any other FF camera - except perhaps Nikon.

Ask again why Sony didn't use their legacy Minolta SLR mount with the FF MILC cameras.

A-mount is not fully electronic (mechanical iris). It's a better size for FF but still not big enough.
