I think you summarized the differences quite well, but I went for the E-PL7 because of the anti-shutter-shock mode

The E-P5 has zero sec anti-shock so the old shutter shock problems were eliminated at firmware update V1.4, now past that to V1.7.

and the availability of an underwater housing by Olympus.

That I don't know about for either camera.

From my understanding the E-PL7 is a little more updated regarding the software, but the E-P5 has clear advantages on control (buttons).

Later image processing chip in the E-PL7 so can do Live Composite mode whereas E-P5 cannot. I live with that deficiency with my E-P5 and so far no pain.

The E-P5 has a pop-up flash to use at any time plus of course acts as the RC remote controller for suitably featured slave flashes.

Some differences in the pair may be seen in my timeline chart at http://homepages.ihug.com.au/~parsog/olyepl1/80-Oly-timeline.html

Some menu help and explanations for E-P5 on my page at http://homepages.ihug.com.au/~parsog/olyepl1/56-ep5-custom-menus.html

For me the change was from E-PL5 to E-P5 and am very happy. The 5 axis IBIS made a big difference over the old 2 axis IBIS of the E-PL5.

I'm terribly biased so would naturally recommend the E-P5. It is more of a "serious" camera as opposed to the selfie market that the E-PL7/8 is aimed at.
