What does 'Open an X3F' mean?

Apparently, it could mean just extracting the embedded X3F. I'm wondering how many of us holds that same view. I will voting that "Open an X3F" means a conversion from raw data to an RGB image.

The JPEG image embedded in the X3F file by the camera is extracted, taking less than 1/2 sec and retained as a review image for further adjustment and exporting.
