Can't figure out how to properly edit RAW files

I am a JPG shooter.  When I do shoot RAW I can't seem to figure out how to properly manipulate the image to reduce the noise in the image.  I'm asking this question because I took the same image (at ISO 6400) and the JPG image is clean while the RAW file has noticeable noise (too be expected).   What settings or how do I manipulate the image to clean up the noise from the high ISO so it looks like the JPG image?

I use Adobe Photoshop Elements (PSE) if that matters.
