Indoor lighting for artwork & photography. Photographing artwork & photography

Hello,

My first question is:  What type lighting is best, or ideal for illuminating wall hung photography and artwork?  Initial cost, as well as upkeep and maintenance would be important to me.

My second comments/question is:  I am having quite a bit of difficulty when attempting to photograph wall hung photography and artwork. The scenario would be that I have 'staged' an area at which to take the photos, which includes a table, lamp, decorative items on the  table, etc. The tripod and camera is setup to not be moved, with the exception of camera height and zoom. My problem is that I cannot get the artificial lighting 'just right'. I've tried combinations of mostly 'simple' types of lighting including LED, incandescent, fluorescent, along with natural lighting. My problems include glare, awkward shadows, bright spots, low light spots, etc. on both the wall hung photography, as well as the artwork.

With regard to both my lighting situations, cost is a factor.

Any advise on these issues would be appreciated.
