For sure it is 2.8 and fully functional.

Quality wise I do not know but when I briefly tested the Sony 12-24 compared to same Canon 16-35 f. 4.0 focal lenghts, at the the end I preferred the Canon by a margin.

Apple to Orange. They are in different FL. In general, 16-35 zoom optically is better than 11/12-24. But 12-24 FE is better from 12-15 in single shot FE 12-24 is compared to Canon 11-24L and is lighter/smaller and cheaper. Optically as good as if not even slight better according to Joger's test.

Personal experience, of course but my conclusion is that the Canon is a gem.

Nothing against. That's what I am using now and have many photos from it, and I got the best deal then - Canon factory refurbished + additional 15% off together with 100-400L IS II in one order and shipping. Not  my top priority to replace but will replace in one year I guess and hope there is some deal then.

To OP, each has pro and con, personal choice between two f/4 versions.
