D5500, in M mode, how to adjust exposure compensation?

D5500 question, on screen and in viewfinder, the exposure scale shows all the way under exposed illuminated when in Manual mode. The on-screen exposure compensation shows the +/- as previously set okay, but the scale is all the way under exposed, way ----------.
In M mode, the control wheel controls the shutter speed, and when you hold down the exposure button the control wheel controls aperture.
So how to control exposure compensation in Manual mode?
I do like being able to change ISO with wheel when pressing Fn key.

ANSWER:
Nikon D5500
