Low ISO v. Neutral Density Filter

Hello

I was wondering if someone could comment on the inability to shoot with a low iso setting. It would seem to me this could obviate the need for a neutral density filter but I've not been able to find any information about this online. Wouldn't this be a beneficial setting to have? Perhaps not perfect (though I don't know why), but would provide the option of shooting longer exposures in day light without additional gear.

Thoughts?
