Is there any reason for Nikon's continuous refusal to implement on sensor PDAF?

Yes, we all know that Nikon 1 was one of, if not, the first camera to implement OSPDAF, and this actually baffles me. Nikon certainly has OSPDAF technology so why are we still stuck with CDAF for liveview and video AF in the latest D850????

This issue along with the lack of in body stabilisation are what frustrating me the most about Nikon. Nikon must understand that videos are becoming more and more important and thus OSPDAF and IBIS are critical. The lack of OSPDAF I believe is the primary reason for Nikon's losing market share especially in the entry level DSLRes market.
