Why 1.4X teleconverters and not 1.5?

Why 1.4X teleconverters and not 1.5?

I know, this might seem trivial but it's been nagging at me for awhile. I knew of the Oly 1.4x teleconverter for some time and just learned that Panasonic now also offers both a 1.4X and 2X converter and BTW, so does Canon. Now, what's with 1.4? Why not 1.5? It would be easier to calculate the final ratio, for one. Is this an Imperial vs metric thing? Brits have been notorious in complicating everything (as an engineering student, I had to work in both imperial and metric measures; a nightmare). Or is it that everyone outsources the same converter with a few connection changes? I don't know, 1.4 just seems strange...
