There are a number of dedicated ID card printers and canned software solutions.

If these are out of your price range, you can get by with a color printer (laser or inkjet), and a pouch laminator.  For higher security, get some hologram stickers to laminate inside the pouch.  Normally, we use a color laser printer, but if you only have inkjet, you can use that (use thin paper).

Filemaker works very well for printing ID cards.  If you are only making a handful of cards  you could lay them out by hand with Photoshop, but this doesn't scale up.

Look for standard size lamination pouches.  Print both the front and back of the card on the face of a sheet of paper double the size of the ID.  Your printer likely won't print on that size paper.  Use a larger sheet, and cut out the ID.  Fold the ID in half, so the front is on one side, and the back the other.  Place your holographic sticker on the front, and laminate.
