More confusing hawk ID

More confusing hawk ID

Here we go again. Pardon the OOF and heavily cropped image but I'm hoping there is enough here to make an ID. Our most common hawks here in Central Texas are the Red Tail, the Red Shoulder and Osprey. I'm pretty confident it isn't a Red Shoulder. At first I thought it was and immature Osprey because of the facial markings. However, it doesn't have the pronounced hooked beak I am used to seeing on that species. The markings on the face are not what I expect on a Red Tail and it doesn't have the dark band on the leading edge beneath the wing that Steelhead3 pointed out in this previous thread.

Hawk migration is underway here but that takes place mostly along the coast.
