Q: winPE vs. AOMEI's win-on-the-go or... parhaps?

Little bit of a puzzle: is there any option to have a handy, portable USB Win-little, which would be a bit stronger than e.g. the winPE (say, like winPE, but at least with some rudimentary graphics, for allowing installs of tools which utilize simple GUIs). The goal  being to have some basic tool for maintenance, partitioning, and what not - just in case that an intervention might be necessary, yet some particular OS proper is down, can't be used, so some carry-on solution might be handy to use in a pinch .

And yet not as large like, say e.g. the AOMEI's Win-on-the-Go solution (which in fact is actually a pretty-fully blown OS, with a difference that it is present on a portable USB; but which needs first to be configured, activated, etc, etc)?

Of course winPE would do... provided that there is some way to have a primitive graphics kernel layer ad-on installed within the winPE environment?
