What I've done is based on the way I processed my own shots from Finland from March this year. There are two big differences:

- there was snow on the ground and some moonlight behind me [making WB easier]

- hardly any light pollution.

- no clouds [not that there was much to reflect on them anyway.]

I've used more or less similar Lr settings as in my own shots, with one big exception. I tried [not completely satisfactory] to reduce the effects of the streetlights, by reducing Orange saturation in the HSL tab. In that tab, I also changed the Hue for Purple to the left, which makes the dark parts of sky bluer.

I did not move the Exposure slider much. That worked for m in my own shots. It also makes the stars come out nicely. Notice though that they are starting to trail, because of the 30s shutter speed. I think this is a situation where [as long as you don't try to lighten the image too much in processing], there should no be a problem in using higher ISO (up to 6400 should be good with your camera) and shorter shutter speeds.

A final OT remark: even if you use IXT now, I'd still keep the RAF. The DNG from IXT is demosaicked and while you can do a lot of processing without damage, you cannot go back if a better demosaic comes along
