ISO fixed at 400 when using flash?

My new camera fixes ISO at 400 when the flash is in use. This makes my existing fill flash strategy useless.

I usually shoot in Aperture priority with Auto ISO, and adjust the overall brightness using exposure compensation. Then if my subject is a little dark, I adjust the flash exposure compensation until the the background and subject are balanced.

Fill flash seems harder now, because I used to let the camera handle the job of figuring out the proper exposure for the background, and I just worried about adding light to the subject . Now it seems I need to figure out both which usually takes me a bit longer.

What's your strategy for quickly figuring out the right fill flash amount when the camera's ISO is fixed?
