I found the answer to this question myself. Posting it here in case anyone else comes across same issue. I had set the Image Quality to RAW and that made it save Raw to both cards. I had to select Image Quality Fine + Raw OR Normal + Raw. In that case, it saves Raw to one slot and JPG to another.

This is interesting - although its not an option I ever choose.

I would have assumed that you would have to choose Backup to get the files written to both cards but apparently not.

"Backup" is exactly what the word means, it writes the same files to both cards so that you have a backup. If you have the camera set to raw + jpg and choose backup you get both raw and jpg files written to both cards. You wouldn't choose backup if you wanted raw on one card and jpg on the other. Seems intuitive enough to me.

I wasn't talking about word "Backup" not being intuitive. Please look at my original post and the solution I found. It wasn't intuitive to me that when I choose Raw/JPG mode that I have to select image quality to be Raw + Fine or Raw + Normal. I would think even if I choose Image quality as just RAW... the 'saving" mode as Raw/Jpg should simply override image quality and save jpegs on second card rather than my having to select image quality explicitly as Raw+Fine or Raw+Normal. Now that is not intuitive enough for me.

I didn't understand your OP but now I see the problem. The one and only place you choose to save RAW + JPEG is in the image quality menu, as you note raw+fine or raw+normal. The Raw/JPG you see in the save data setup is not a "mode." To the extent there is such a thing it is set in the image quality menu. You will notice that there is a "/" not a "+" in the save data menu. The "/" indicates that you save raw to the first slot and jpg to the second. If one wanted to save raw+jpg it never occurred to me (or apparently Fuji) to go anyplace other than the image quality menu. So if you want raw + jpg you set that in image quality then in the save data menu you can choose where you want those files saved. Seems a logical straightforward arrangement to me.

Not really because when you say Fine + Raw or Normal + Raw... the notion of saving those applies even to camera bodies with one card. So its not logical or intuitive in my mind that that is somehow tied to two card saving logic. I mean I would have not intution that hey if I don't select Fine + Raw then for "two card" saving logic Raw/Jpg won't work. If on the other hand its taught to the user that "Fine + Raw" option applies only for bodies with two cards then its understandable to make that a logical statement that hey don't you know that if you don't select Fine + Raw that Raw/Jpg won't work.

makes sense why I say its not intuitive?
