calibrating monitor color?

I start to suspect my monitor's color is way off because the picture I edited on my computer usually look very different on other computers and prints. My monitor is an old Asus VH242H, probably 6~7 years old. What should I do to calibrate its color? I've tried window's color calibration tool but not sure if it works or not (during the process I didn't adjust much but that could be my 'biased' eyes). Do I need to buy a calibrator like the spiderexpress? Or should I just get a new monitor. And if a new monitor, is there a budget friendly model that has good color accuracy? Thanks.
