Maybe! Don't know. Had thought it colour bleeding caused by noise reduction.

I'm not saying that SPP does utilise NLM but... blotching is an artefact of applying NLM in CIELAB. I haven't witnessed it when using other forms of chroma NR. Colour bleed could be another but I haven't come across it in my limited testing.

The image is also suffering badly by the hands of a Median filter but the photographer has written that "it is not exposed in a way that one would normally capture that scene," so there's not much point judging IQ, it's a test.
