EM-1.II: underexposing flash?

I am making some tests with the EM1.II little flash that comes with it. It is more powerful than the one in the EM1.1, very nice for macro.

However, I have found that sometimes it underexposes the images, specially when the light is not bad. I almost don't use flashes anymore, so quite likely I am doing something stupid.

Look at this:

mechanical shutter, 1/40s, F2.8, ISO640, no flash

Then, I turn on the flash, it DOES fire, and gives me this:

mechanical shutter, 1/40s, F2.8, ISO200, flash fired (flash in fill-in setting, no exposure or flash compensation)

I used a diffuser in the second shot, the results without the diffuser are the same. Yesterday I took a couple of nonmacro shots with the same problem...

What am I doing wrong?
