Photo Critique / Image Quality

Hey guys,

Please have a look at this photo:

Olympus OM-D E-M5 II / M.Zuiko 12-40mm f2.8 PRO // 15mm // f5.6 // 1/1250 // ISO 200

It was shot with a good camera, a top lens, low ISO and shutter speed during daylight. The focus was set on the bridge at an aperture of f5.6 which should provide a fairly deep DoF.

This is the ooc file and I think it's just not really good in terms of image quality... Yes, it was foggy that day but otherwise the conditions were not extraordinary. And yet, the photo is very noisy in the sky and in the clouds and the water is fairly unsharp.

I wonder, what I could have done differently to get a better image quality? I shoot in RAW+JPEG with LSF (large super fine).
