Please explain this to me.

I read a technical article that stated "focal length does not change the perspective. Perspective depends only on the distance from the subject."

Is this right?

Is this why a 17mm lens, which gives a very distorted perspective on a full frame camera, will give a much less distorted 34mm perspective on a M43 camera? Is this because in order to take the same shot (for example a portrait of a person), you would be standing much further back from the subject?
