Trying to use monolights with a Sony A-65 - way underexposed!

Help! I am trying to trigger two 400ws mono lights with the on-board flash (I am waiting to receive a hot shoe adapter so I can try other options.) I have the shutter speed at 160, and the lights turned up full power. Even with the aperture all the way open (1.7) I still get an underexposed image. At f/8 or f/11 it is totally dark.  Can anyone tell me why this is not working? I am a total newby to this and I just purchased the lights, but I thought I understood the principles involved.

Perhaps triggering with the on-board flash simply doesn't work with this camera??
