Low ISO better?

I have always understood that using the lowest ISO possible produces better images with finer detail/resolution, increased dynamic range, and better colors.  I use the low (expanded) setting of ISO 100 on my EM10 mkii.

Lately, however, I have seen some articles stating that using the low ISO settings are really no better than the native ISO 200 setting.  In fact, one article (don't recall where or by whom) said that the dynamic range is actually reduced when using these expanded low ISO settings.

Would someone please explain/set me straight?
