Advice on buying the Fujinon 35mm F2

Hello from the Philippines! (relevant because this almost immediately rules out amazon sales and ebay)

Quick question!

Is it worth waiting for the black friday tech sale (which we may or may not avail of, depending on available contacts in the U.S.) to buy the 35mm F2 or are we better off buying a second-hand one locally?

[CONTEXT]

I have a friend interested in investing in a Fujinon 35mm F2. Locally it's a bit over 400$ for a new unit, second-hand sales ranging from 260-299$. I'd told him that sometimes the sales in the U.S. (famous black friday tech sales) give pretty big discounts so he might want to wait. Although after research, it looks like the average price even on sale for a new unit is 299$ (without tax and shipping and all that). Given that consideration, I wondered if it was worth getting 299$ brand new unit (which we may or may not be able to get) or get a pre-owned one locally.

Follow up questions

1. are there any issues we need to look out for when checking a pre-owned 35mm lens? Local forums showed that there are some Fuji lenses with that wear down from use and require a hefty sum to repair (one or two cases in the forum, repair was almost the price of another 300$-unit) any advantages to a new lens? or are they generally built like tanks?

2. Any chance this year's sale will offer a better deal? (less than 299$) and how difficult is it to avail (do stocks run out?)
