Really? Is this true? Why wouldn't paint, especially powder coatings, stick to sand-blasted matte finished chrome?

Not sure what you mean. A display as in a museum piece to be admired, or a non-functional hunk of junk that looks pretty? Either way, it's a win-win for me because it is currently a non-functional hunk of junk.
