New Canon SL2 and "BUSY" MESSAGE

I have had the SL2 for about a month.  I have used it primarily outdoors with no problems at all.  Used the 18-55, the 28-135 and my 70-200mm zoom.  Today I was still shooting outdoors, but under a canopy, so my subjects were in the shadow and the background was very bright because the canopy  had no sides.  So, I was using the built in flash to fill in faces.  The camera began to freeze and not let me shoot the picture.  Looking at the LED I see the BUSY message,  I was shooting in P mode and had the Flash popped up.

I was not sure what the problem was so I began trouble shooting.  I changed lenses -- no difference, changed SD cards -- no difference.  I turned the camera on and off a few times -- no difference.  I tried the automatic mode -- no difference .I took the extreme measure of resetting the camera to factory defaults. --no difference.

Then, I closed the flash and voila!  with the flash up and firing I could only shoot a few frames rapidly before it got BUSY.  With the pop-up flash down  and not firing the camera worked perfectly.

Is this some sort of glitch in the firmware?   Is it typical of the conditions   I imposed on the camera? it a defect.  Would it be different with an external flash that had its own batteries.  I will try this out with my 60D and see what happens.
