A7Rii phase detection f/9 aperture limit

I see from the A7Rii Help Guide that "When the F-value is set to F9.0 or more, you cannot use the phase detection AF. Only contrast AF is available."

Am I right in thinking this means exactly what it says, namely that the limit is set by what the aperture is set to for a shot, not the maximum aperture of the lens being used (which is a limitation I have seen for e.g. Canon cameras).

I don't see this restriction mentioned in the equivalent section of the A9 Help Guide. Does this mean that the A9 will use phase detection at all apertures?

The reason I'm asking is because I'm wondering whether a future A7Riii or A9r might use phase detection at all apertures. If the A9 actually has a similar restriction to the A7Rii then probably not I imagine.
