How do I get 1/4 sec - 1 sec exposure for seascape?

Hi

Just wanted some tips from someone who has real life experiences shooting seascapes.

Using the Fuji ISO is typically ISO200 and I'll aim for anywhere between f8-f16 depending on the scene. I'll be using the 10-24 f4 with lee 100mm nd filters and maybe some grads.

I want to show movement in the water without completely making it misty. I want to aim for anything between 1/4 sec to 1 sec shutter speeds. Do I need an ND filter? and if I do which one? 3 stop? 6 stop?? 10 stop?? Please answer this for both sunrises and during the day using your own experiences.
