LX100: waterfall and streams overexposed

Just got the LX100, coming from the original RX100 and I can't seem to work the S mode. Sony one was much easier to use. Waterfall and streams I tried to capture today were all overexposed with shutter set to 25 - F16 and ISO 200.

Tried switching to M mode which clearly tells me the exposure +3....

iA photo at F5.6 800 turned out much better than S F3.5 2000 at stopping motion of wate r that it seems like I should always take in iA but there isn't much scene mode in LX100

Answer might be ND filter but RX100 didn't have one and photos turned out okay. Why is it so confusing with LX100

Side question: while capturing full moon at night M - F2.8 250 ISO 200 looked similar to F16 250 ISO 3200 - confused as to why

Wondering why I didn't get RX100 iii for similar pricing instead now
