Solar exposure not what I expected

I just received my solar filter from Seymour Solar and ran an exposure test on the full Sun.

Not what I expected!

Best exposure was iso 200, F6.3 , exposure 1/200s

hazy day in Boulder Co

camera A6000 with 55-210 at about 200mm, 1.7x teleconverter DH 1758

I understand the need for bracketing but, I expected 1/2000 and got 1/200

Do the Seymour filters run darker than their stated ND5?.

I don't expect the TC to have that type of light loss but I haven't measured it.

should I just go with this and run a quick check before partial starts in WY to set my baseline?

Ideas?
