There are a number of add on options that are supposed to be able to tether in live view but I kind of doubt that is worthwhile for a T31 or for most uses outside a studio. If you own a laptop I do not know if the existing Canon tethering software allows that with the T3i but you can easily find out and that will cost less.

Most ipad tethering products transmit the image into the iPad only after it is taken but iPad storage is expensive and limited. Also viewing an iPad screen under outdoor lighting conditions, as opposed to in a studio, is generally not optimal as most beachgoers know who try to read on their iPad.

As far as I know, owning an IpadPro, there is no way to preview an image from an SD card without uploading the entire file into the iPad, as you can do on in OSX, but hopefully that will change with the next version of iOS which is supposed to have a file system more like OSX, but that is changing too in High Sierra.
