your information is totally wrong . hi res only uses the lower shutter speed for FLASH photography.

I think he's referring to the readout speed, not the shutter speed. But since multiple exposures are combined over multiple readouts, it's not a bad approximation. A high shutter speed would just make sharp artifacts.
