So there is a polarizer on your lens?  You didn't specify, but that's what it looks like to me.  This is a common problem for polarizers on wide angles.  I've heard that better quality polarizers will help.  I have a B&W polarizer for my wide angle and it's not perfect but it's not as bad as the results you are getting.  I've had some success in PP fixing it with layer masks at different exposures.
