I would expect a zoom lens with a TC14 to lose a considerable amount of resolution, so I would be somewhat surprised if the 100-400 were not somewhat better in the overlapping focal lengths. How are they between 100-150 without the TC14 on the 40-150?

TC doesn't always drop resolution a much. There are some Nikon converters that has excellent output by specs. The Olympus I have doesn't drop the IQ that you could pixel peep. Instead you will get the extended range with better IQ than cropping.

By specs the image circle is cropped and enlarged by the magnification ratio (1.4x, 1.7x or 2x) so the resolution should drop by the same amount. But when lens is already better than the sensor can capture by its output, you can enlarge the image circle more. After all the 1.4x is like going from a 16Mpix to 22Mpix so around 15% increase in resolution.

And if you think that 40-150mm is limited by 16Mpix sensor or 20Mpix sensor and can't be used with 24Mpix sensor, then....
