Exposure compensation is only in effect when at least one of the three variables (aperture, shutter speed, and ISO) is automatically selected by the camera. When you adjust EC, the camera shifts those automatically selected variables in the same direction.

When you're hard-setting all three variables manually, there is nothing for the camera to do with the position of the EC dial.
