There is no way these cheap lenses equal the best L lenses.

But if there's somebody out there that has a crop sensor Canon EF-S camera with the kit lens, and they think they would like a kit telephoto lens, then the Canon 55-250mm IS kit telephoto gives that customer a whole lot of telephoto lens for peanuts. Even a brand new STM version of this lens is about $150, and the 55-250 IS Second series is only a hundred bucks, brand new. But these cost about sixty five bucks, and they work great.

This lens is stabilized. The auto focus is fast, and it works even on older cameras.

Short of somebody giving you a telephoto lens, this is as cheap as a good, stabilized zoom lens gets for a Canon EF-S camera body.

I would recommend the STM version over any of the previous versions hands down. The refurbished STM version could be had for barely over $100 when they are on sale.

I've found the STM version to be significantly better than its previous version in shapeness, color, and contrast. I would personally not bother with the previous versions. I like it so much that I would rather shoot with it on a crop sensor camera than a 70-200mm f4L.
