Scott, the above was a cropped, under-exposed area from a scene that was shot in Manual mode. In that mode, I get to set the scene exposure, not the camera. For that shot, the scene Lighting Value was 13 EV or so ( = overcast), but my selection was f/5.6 at 1/60 sec which equates to under f/11, i.e the whole scene was under-exposed by well over a stop. Why, I don't recall - but it was a test shot not intended as a masterpiece. The license plate came out more-or-less mid-gray:

Looking at the color-picker numbers I would be surprised if there were NO blotching, etc.

The point to be understood here is that parts of an image can be under-exposed and noisy no matter what ISO is selected.
