Long exposure issues NX300

Hi all,

I have recently started looking into creating long exposure photos. In particular at the beach with the water in an attempt to get that misty look.

I have the NX300 and I am using the 30mm lens. I purchased a ND8 filter hoping it would be sufficient but my photos are still way over exposed and almost completly white.

In Manual mode have found that I need to open the shutter for at least 10 seconds to get the effect I want but with F11 and 100 ISO it's no good. The auto EV compensation kicks in and goes to +3 and I see no option to reduce this? Anything beyond F11 just looses sharpness I find.

Am I doing anything wrong? I'm shooting around sunset 7pm in Scotland but found I had to wait until it was much darker around 9pm to get a correct exposure. Perhaps I need a darker filter?
