The protruding threads could cause injury and do nothing to add strength.  Only threads engaged contribute to a secure connection.  You should cut it flush with the nut and file it smooth.

If needed, there is no way to mount the foot on a tripod or monopod without the use of (and carrying) tools and possibly a mounting plate.

It is unattractive.  Flushing the bolt with the nut will improve that some, and black oxiding would help the appearance as well ... if that matters to you.  

The nut will surely marr the finish on the 200-500 foot.  Some sort of non-marring washer (like nylon) would be a possibility.

YMMV, but my ideal setup would allow a seamless transition from shoulder carrying directly to tripod or monopod without ever losing the secure connection between the lens foot and strap.
