VR "Off" or "On"

The rule I've come across is to have VR "off" for shutter speeds greater than 1/500 or if the camera is mounted on a tripod.

I also read a few instances were some say that they always leave it on no matter what the shutter speed is.

Has anyone done their own personal test on scenarios with VR on or off and what the results show?

I am terrible at the moment with hand held shooting at 300mm and am realizing that some of the 'softness' is brought on by my poor technique.  So I will need to go against the rule here and turn on VR while shooting at shutter speed of 1/500 handheld and see if VR makes a difference and able to give me sharper images.  Or perhaps I can shoot at 1/1000 and have VR off to compensate for my poor technique.
