battery life and camera function in very cold conditions

Yes! I have that sort of a usb out battery pack - my chargers are all AC and I had been fixated on finding an adaptor which doesn't seem to exist - do you happen to know the model name of your charger?

I can do my in my camera bag on moving.

If you wish to power your camera directly by an USB external power bank, likely you need a relay case & a coupler (dummy battery) like this:

They could be used for most brands.
