I'm not aware of any computational errors introduced into a image by downsampling. There are different algorithms that may do a better (or worse) job handling moire and palette reduction, is that what you mean? Lanczos, Mitchell, Catrom, etc all do a very good job of downsampling, even the worst of test cases could hardly be called "errors".

Any pixel level errors in the original file will tend to be mitigated by the downsampling process regardless of the algorithm chosen.
